The Ministry of Finance Planning and Economic Development (MOFPED) is proposing to implement an Electronic Content Management System (ECMS) as a single integrated platform that would manage all public content (documents, Images, media files, etc) in the Ministry throughout the life cycle of the content from creation to archiving until by destruction.
A large number of content (letters, emails, reports, memos) pertaining public affairs of the ministry is generated and distributed for action and stored for future reference. A number of that content is normally distributed within and outside the Ministry for official use.
The present manual processes for management of the content life cycle have been overwhelmed by the volume and frequency of access of information resulting in an uncoordinated management of content.
There are currently registry services within the MOFPED however due to inefficiencies as a result of the factors above document tracking, location and retrieval has become a challenge resulting in lack of confidence in the current processes. Loss of information, unauthorised access or leakage of information, coupled with limitation of storage of physical documents has created an urgent need for the automation of content through an ECMS.
