Trends in External Aid Assistance to Uganda
Uganda’s external assistance includes grants and loans. Loans are largely concessional loans with a grant element of not less than 35%. This is in line with the external borrowing strategy aimed at ensuring overall debt sustainability. External assistance flows to Uganda has averaged about US$ 760 m annually between 2001 – 2010, registering its highest inflows of about US$ 1.2 Billion in 2006/07 financial year.
The average flows generally represent 25% of budget revenue and 6% of GDP. The increasing flow within the period was mainly due to heightened donor confidence resulting from prudent macroeconomic management of the economy.
Report on Loans, Grants and Guarantees (2011-12), June 2012
This report reviews all sources of development finance to Uganda in FY 2011/12 up to March 31st 2012. It is laid before the August house in accordance with article 159 (4) of the Constitution of Uganda and the provisions of section 13 (1), (2) and (3) of the Budget Act 2001, which require an account of:
- the total indebtedness of the Government;
- the sum of all Grants extended to the Government;
- a description of Guarantees of Loans to Companies and Statutory Corporations.
Project support managed outside Government systems FY 2010/11, June 2012
This report is the third edition in a series of reports relating to projects managed outside of government systems. Since the last edition in 2009/10, Government of Uganda (GoU) has taken steps to update and enhance the policy framework for Official Development Assistance (ODA) management in Uganda. The ongoing formulation of a Partnership Policy has signaled GoU’s continued commitment to working in partnership with our development partners and to the principles of aid effectiveness outlined in Paris (2005) and Accra (2008) and most recently in Busan (2011).

Annual Development Cooperation Reports
These Government of Uganda reports are produced annually with the assistance of the United Nations Development Programme (UNDP). The reports contain detailed summaries of aid flows to Uganda and assessment of their contribution to national development objectives. The reports are particularly useful for development partners who need information on the activities of other partners so as to better coordinate efforts, avoid duplication and address neglected sectors.
Reports on Loans, Grants and Guarantees
The Report on Loans, Grants and Guarantees is presented to Parliament annually in fulfilment of the requirements of section 13 of the Budget Act (2001). The reports contain a summary of new loans and grants extended to Government as well as the new guarantees issued by the Government in each financial year. They also present information on the total indebtedness of the state and the performance of existing loans and grants.
