Government Outlay Analysis

The annual Government Outlay Analysis Report (GOAR) is an annual publication prepared under the auspices of the Government of Uganda and the United Nations Development Programme (UNDP) Country Programme Action Plan (CPAP) for the period 2006-2009.

This series of annual reports analyse Government spending on priority public interventions by economic activities; government functions; PEAP pillars; and MDGs. They are premised on the Government Outlays Framework for Poverty Analysis (GOFPA) - a data-based tool that maps the pattern and tracks the trend of Government outlays.

They serve as advocacy tools for promoting pro-poor public spending in general and the MDGs in particular.
