The Government of Uganda has received funding from Development Partners towards the support of the Second Financial Management and Accountability Programme (FINMAP II) and intends to apply part of the proceeds towards the cost of services of two (2) Database programmers to support the maintenance and further development of the Output Budgeting Tool (OBT) in FY 2011/12 and 2012/13.
The Ministry of Finance, Planning and Economic Development through the Second Financial Management and Accountability Programme (FINMAP II) now invites application with detailed Curriculum Vitae (CVs) and copies of academic certificates from eligible candidates to fill the positions of Data Base Programmer.
Scope of Work
Maintaining and Further Developing the Output Budgeting Tool (OBT) for execution of the budget for the FY 2011/12 and formulation of the FY2012/13 budget for both Central and Local governments The Data Base Programmer will support the MFPED to take the following steps in the development of the Output Budgeting Tool, as follows:
- Central Government Ministries, Departments and Agencies (MDAs) OBT Modules
- Update and ensure functionality of the OBT for central budget formulation for FY 2012/13 and future financial years, allowing reporting on half year and annual performance in the reporting tool to feed into the OBT, and including any agreed changes to report formats, and changes to menu structure.
- Ensure all in year budgeting reports are sufficiently designed (incorporating Mid Term Expenditure Framework (MTEF) segment) for mandatory deadlines: Quarterly progress reports (following first month of each quarter) Ministerial Policy statements, National Budget Estimates, Public Investment Plan and Annual Performance Contracts, Annual Budget Performance Report, Sector Budget Framework Papers (BFP), Semi Annual Budget Performance Report and National BFP.
- Train Central MDA’s on reporting tool (demand driven) and introduce budgeting tool for FY2012/13. Comprehensive guidelines are to be disseminated for both processes.
- Local Government OBT Modules
- Update and ensure functionality of the Local Government OBT to incorporate line item annual budgeting by output (as with the Centre) to capture planned expenditures for FY2011/12. Incorporate budget into Volume 2 of Budget Estimates.
- Train Local Governments on reporting tool (demand driven) and introduce budgeting tool for FY2012/13. Comprehensive guidelines are to be disseminated for both processes
- For 2012/13 incorporate functionality for medium term planning and budgeting for selected Key Performance Indicators for incorporation into sector and national BFPs.
- Sector Working Groups, Ministries and MoFPED Modules
- Develop the module for compiling both the Ministerial Policy Statements and the National Budget, to incorporate local government as well as central government Budget Framework paper (BFPs) submissions.
- Develop a module for compiling and analyzing reports from central government and local governments by MFPED and sector ministries. This should allow the preparation of budget performance reports.
- OBT functionality for 2012/13 allows for Local Government plans to be incorporated into sector and national BFPs.
- The transition to an Integrated Web-Based OBT system
- Develop the database functionality for all budget preparation and reporting documents to be uploaded onto the MoFPED website.
- Finalize Statement of User Requirements for the online, multi-user version of the OBT.
- Establish a fully functional online version of the OBT by June 2012.
Task and Deliverables
The data base programmer’s task relates to the maintenance and further development of the Output Budgeting Tool for central and local government, supporting the MFPED carry out (i) to (iv) described above. For all the above each of the OBT modules mentioned above (i) to (iii) the Data Base Programmer will carry out the following tasks:
- Develop the database module, including designing and programming menus (forms), programming reports, and any associated programming in visual basic.
- Test the database module, and debugging as necessary.
- Participate in training of users.
- Assist in the compilation of OBT submissions from Local and Central Government, and ensure the smooth running of the exercise.
- Manage the extraction of data from the Integrated Financial Management System (IFMS) and uploading onto the OBT on a quarterly basis.
- Assist in the generation of budget documents and ensure all budget documents are posted on the MFPED website.
- Ensure overall system functionality throughout the budget process, especially towards key deadlines in the budget process (BFP, Annual Budget, quarterly reporting and Annual Budget Performance Report).
In addition to the above, the Data Base Programmer should be prepared to design and generate customised reports from the OBT, as requested by the Ministry of Finance, Planning and Economic Development (MoPED) staff.
Contract Duration
The contract will run for 12 months on full time engagement renewable upon satisfactory performance. The Data Base Programmer will report to Commissioner Budget Policy and Evaluation Department (BPED) through monthly progress reporting. The Data Base Programmer will work closely with the existing database developers. He/she will also work closely with the technical officers in the Fiscal Decentralization and Budget Execution Sections supporting local government performance contract process.
Relevant Experience and Academic Requirements:
- Bachelors degree in Computer Science, Information Technology or BSC majoring in Computer Programming;
- The Data Base Programmer should have good working experience of MS Access and web based design, particularly in the following areas:
- Developing queries, reports and form design in Microsoft Access.
- Ability to programme in MS Access Visual Basic
- Manage and design of websites
Desirable
- Web based database design using tools like php, mysql , MS SQL Server
- Experience with linux as well as windows operating system
- Oracle Certification
- Familiarity with the Uganda Budget Process and Chart of Accounts
