REVISED DRAFT ABRIDGED OUTLINE NATIONAL DEVELOPMENT PLAN

THEME: GROWTH AND EMPLOYMENT FOR PROSPERITY
DURATION: 5 YEARS

Working Paper 1: Introduction
This working paper will focus on the new development planning perspectives that Uganda is undertaking.

Working Paper 2: Development Objectives
This working paper will highlight the development objectives of the current plan. These objectives will indicate the overall policy direction that Uganda intends to undertake over the next 5 years.

Working Paper 3: Situational Analysis
This working paper will focus on both the past performance of the expiring plan and future prospects that will drive the new plan. It will look at Uganda's performance vis-à-vis poverty and MDG targets. The section will also include some of the critical lessons and recommendations of the PEAP evaluation.

Working Paper 4: Uganda Economic Growth and Transformation
This working paper will focus on the key drivers for economic growth and transformation. The working paper will highlight the key areas that Uganda needs to focus on in the next 5 years if it is to transform the structure of its economy and stimulate growth.

Working Paper 5: Macro Economic Management
This working paper will set out the key macro framework and strategies that Uganda will pursue over the next 5 years.

Working Paper 6: Sectoral and Microeconomic Management
This working paper will focus on the microeconomic performance and prospects over the 5 year horizon, review the strategies to be used and articulate the sub sector's prospects.

Working Paper 7: Trade and Trade Facilitation
This working paper will focus on issues related to the trade infrastructure in Uganda and the critical need to develop local, regional and international trade. This working paper will therefore focus all areas that are related to trade and showing the critical need to link trade to development planning.

Working Paper 8: Population, Employment and Human Resource Development
This working paper will focus on the key issues around population, labour and the critical need to develop the requisite human resource capacities in the economy.

Working Paper 9: Social and Cultural Development
This working paper will focus on the role of different social and cultural sub-sectors in the development of Uganda. The working paper will also highlight the role of sports, culture, performing arts indigenous knowledge e.t.c and their contribution to promotion of public values, economic growth and development.

Working Paper 10: Good Governance and Human Security
This section will highlight key issues related to governance and human security. Human security in this working paper will include issues of national security, conflict prevention, and respect of human rights, disaster management and how these contribute to genuine respect for people's safety, participation, livelihoods and dignity.

Working Paper 11: Reconstruction of Northern Uganda and Post Conflict Development
This working paper will focus on the strategic interventions that are will be put in place in northern Uganda. This working paper will be built on the understanding that all other sectoral interventions will cover the north but because of the dismal performance of most social indicators emphasis and affirmative action measures will be taken in northern Uganda.

Working Paper 12: Results Management and Institutional Coordination
This working paper will focus on issues of institutional development and the need to adopt a Management for Development Results framework (MfDR) through strengthening institutional coordination and on-the-ground implementation of Government programmes.

Working Paper 13: Expenditure Priorities for the 5 Year National Plan
This working paper will be a distillation of the key priorities identified in the plan which will drive the planning and budgeting processes over the 5 year period.

Working Paper 14: Monitoring and Evaluation
This working paper sets out the monitoring and evaluation system for the national plan. The working paper will also include a results and policy matrix for monitoring implementation.
